to by 86 provinces, cities and municipalities. He formulated draft PPP and JV
guidelines for public corporations. Also, the PPP Code he drafted is now the
official template of the Department of Interior and Local Government with
majority of the LGUs adopting his version. He is a political law bar reviewer,
and an incumbent Chairman of the Board of the Philippine Reclamation Authority.
Also, he was the former Acting Secretary of Justice, Acting Solicitor General
and Government Corporate Counsel of the Philippine Government.
