Best Practices & Remedies to Avoid COA Disallowances

With the intensified campaign of both the National Government and the Commission on Audit (COA) in their thrust towards good governance, there has been a clamor for a program to address the issue of COA disallowances and solutions for those encountering such problems.  To help solve your most pressing challenges regarding these, the Center for Global Best Practices is hosting a one-day special program entitled, "Best Practices and Remedies to Avoid COA Disallowances", scheduled on Friday, July 13, 2018 at the Manila Marriott Hotel, Pasay City, Philippines.

A quick example is the notion that there is a P2,000 limit per person when attending a  training conducted by a private entity.  This limit does not apply based on Department of Budget and Management circular 563 issued on April 22, 2016.  The training fee is allowed to go beyond the limit if the training of a  government employee or public official contribute to the enhancement of one's skill to the job or field of expertise.

This one-day training will greatly benefit public officials of Local Government Units, National Government Agencies, Government-Owned and Controlled Corporations, public utility companies as well as those private entities dealing with the government, given that this is the only program that will provide them a comprehensive guide on what they MUST know to avoid COA disallowances.  

For the private sector, it will serve them well to understand this topic in order for them to know how to package a project or supply goods and services to ensure that their deals don’t fall under illegal, extravagant, unnecessary and unconscionable transactions with the government. This lecture session will also give an opportunity for lawyers to learn how to defend their clients on cases involving such issues.


This program will explain in full details those adverse common findings (e.g. transfer of funds, hiring of private lawyers / consultants, travel expenses, collective negotiation agreements, unauthorized benefits and more) that result in COA’s notices of suspension, notices of disallowance and notices of charges.    And yes, the good news is that there are remedies and defenses to address these issues by providing you the right solutions supported by the latest Supreme Court and COA rulings to deal fairly with your possible problem areas. 

We will also clearly define for you when a superior is liable for COA suspension and disallowances as well as how a subordinate can steer clear of liabilities for an irregular act committed by his / her superior.  Arming yourself with the right information will ensure that you stay out of trouble while in government. Many get expelled from government and retirement pay forfeited simply because they are unaware of these issues while innocent private individuals dealing with them get implicated for malversation of funds out of ignorance.

This program will feature Ms. Alicia C. Manuel, CRFA, CICAShe was with COA for 31 years as an auditor assigned to various branches of government including DILG, Bureau of Fire Protection and NAPOLCOM among others. While at COA, she was seconded to international organizations as an international consultant to World Bank, Asian Development Bank and AusAid to monitor large scale projects in various countries. 


She is the author of the Handbook on AFP Internal Auditors, 2017. She regularly lectures on Management Audit and Baseline Assessment Report with the Armed Forces of the Philippines, Philippine Army, Philippine Navy and Philippine Airforce. She is also a consultant at the Philippine Government Electronic Procurement System (PhilGeps).


Presently, she is also a member of the board, and chairperson of the audit committee of Nayong Pilipino Foundation appointed by President Rodrigo Duterte on February 20, 2017.
