There are over 3,780+ large taxpayers and many
are not compliant to the Bureau of Internal Revenue Regulation 9-2009 requiring
large taxpayers to have a Computerized Accounting System (CAS). This becomes
relevant also to the top 500 medium-sized provincial taxpayers in every revenue
district which has the equivalent classification of a large taxpayer.
To help
medium and large taxpayers regarding their compliance issues, the Center for
Global Best Practices is launching a program entitled, “BIR Computerized Accounting System Compliance for Medium and Large Taxpayers” scheduled on Thursday,
June 21, 2018 at the EDSA Shangri-La Hotel, Mandaluyong City, Philippines.
With the BIR setting up a special task force
called Computerized Systems Evaluation Team (CSET) to monitor large taxpayers,
one can expect more enforcement from the tax authorities. The lecture will
include discussions on the regulations and rulings, presentation of the
challenges of getting BIR CAS accreditation and how to prepare for the actual
system demonstration required by the BIR. Attending to this will help medium and
large taxpayers hurdle and solve their CAS headaches, issues and most
importantly, prevent those dreaded BIR penalties.
This will feature seasoned practitioner,
Bienvenido Constantino, CPA. His expertise includes aligning large taxpayers’
IT-based accounting systems to comply with the regulations on CAS. He is the
founder and CEO of Helix Software Technologies, an Australian IT firm
specializing in cloud technologies designed for SME, large enterprises as well
as for LGUs. He has assisted many large enterprises achieved BIR CAS compliance
including A. Soriano Corp, Mirant, MicroD, Trends and Technologies, Mighty
Corp., PCSO among many others. His extensive experience includes having worked
as an IT project director of World Bank projects with the Commission on Audit and
the Department of Energy as well as in various USAID initiatives. He finished
his bachelor’s degree in accountancy from the University of the Philippines.
