A Guide to Preparing Bid Documents

There's a revised set of bidding documents that is required by the government aligned with the new Procurement Law IRR that took effect on October 29, 2016.

To help those in the private sector who wants to participate in the bidding transactions with the government as well as to assist public officials in understanding these changes, the Center for Global Best Practices will hold a two-day special program entitled, “Best Practices Guide on How to Prepare Your Bidding Documents” to be held on Thursday and Friday, June 28 & 29, 2018 at the Manila Marriott Hotel, Pasay City, Philippines.

This program is highly recommended for heads of procuring entities, bids and awards committees (BACs) of National Government Agencies, Local Government Units, GOCCs, BAC secretariat members, suppliers, contractors, consultants, and everyone who wants to participate in bidding for government projects. This program is to provide participants with a better understanding of the various provisions of the new Philippine bidding documents for the procurement of goods, infrastructure projects and consulting services.

Failure to successfully conclude procurement projects are normally due to faulty crafting of the TORs, requirements in the bidding documents, and the disqualification of bidders are attributable to inability to align their bidding documents to the procurement guidelines.

This special training on preparation of bidding documents will feature Ms. Marilou D. Reyes who has 35 years of experience in procurement. She has conducted numerous procurement training and provided consulting services to many LGUs and various government agencies including the Office of the President, Department of Agriculture, CHED, DepEd, SSS, PAGCOR, GSIS, DOH, DILG, DENR, DBP, BSP, PhilHealth, House of Representatives, the Supreme Court and many more.

This will also feature Mr. Edmund B. Talle who held the position of Director III, Department of Budget and Management for Region VIII from 1987 to 2012. He has conducted various trainings on Interpretation of the Procurement Law IRR, Public Expenditure Management, Budget Operations Manual, Enhancing Competencies of Provincial BAC and other Stakeholders -- drawing from his experience as Chair of the Regional Inter-Agency Bids and Awards Committee (R-IABAC) in Region VIII. His contribution to government service includes the simplification of IRA releases to Local Government Units where he has also extended various technical assistance to many agencies and LGUs.
