A Guide to Procurement Law IRR

Experience has taught many erring public officials that ignorance of the updated procurement law cost them their jobs, perpetual disqualification from holding a government position, forfeiture of retirement pay, damages, jail time and irreparable negative reputation that is painful for them and their families.  This has also led to millions of lost business opportunities for the private-sector due to questionable process after investing huge amount of time, money and effort in winning a government project only to be invalidated afterwards.

With the advocacy of educating the general public, the Center for Global Best Practices will have a rerun of its special program entitled, “What You Must Know About the 2016 Procurement Law IRR,” to be held Thursday and Friday, September 27 & 28, 2018 at the EDSA Shangri-La Hotel, Mandaluyong City, Philippines. This learning event is accredited by DILG Local Government Academy.

The biggest buyer and consumer of infrastructure, goods and services is the government.   This two-day program is to equip public officials with the right knowledge on the revised implementing rules and regulations (IRR) aligning it with President Rodrigo Duterte’s Executive Order dated July 17, 2017 to fast tract procurement processes, how it affects certain government transactions, changes in the  BAC Composition and its Functions, Guidelines in the formulation and revision of APP, Registration, Eligibility Requirements and Submission of Bids under the PhilGEPS, Exemptions from Public Bidding, Form and Contents of Bidding Documents, Alternative Methods of Procurement, Eligibility Requirements for the Procurement of Infrastructure, Goods, and Services, and updates for the benefit of all stakeholders joining bidding of government projects.

This program will feature course director and lecturer, Mr. Edmund B. Talle. He held the position of Director III, Department of Budget and Management for Region VIII from 1987 to 2012. He has conducted various training on Interpretation of the Procurement Law IRR, Public Expenditure Management, Budget Operations Manual, Enhancing Competencies of Provincial BAC and other Stakeholders -- drawing from his experience as Chair of the Regional Inter-Agency Bids and Awards Committee (R-IABAC) in Region VIII. His contribution to government service includes the simplification of IRA releases to Local Government Units where he has also extended various technical assistance to many agencies and LGUs.

Note: This program is open to the general public. Public officials and government employees attending these training programs are exempted from the Php 2,000 limit set by COA based on the Department of Budget and Management circular 563 issued on April 22, 2016.
